As the hostiles elevate the threat, a conflicted President Logan disagrees with the advice of First Lady Martha Logan, who then takes matters into her own hands. Meanwhile, CTU honcho Lynn McGill copes with the day's escalating intensity and agent Bauer comes face to face with Christopher Henderson, the federal agent who recruited him to counterterrorist work more than a decade ago.

The Russian extremists continue to undermine the historic arms treaty when they plan an act of war that could change the world forever.
