When McNulty (Dennis Hopper) and JT (Benjamin Bratt) learn from the CIA that a captured Navy SEAL, long thought dead, is still alive, they immediately jump into action to save him. But they meet resistance from the civilian oversight board at the Pentagon and are forced into a "backdoor" mission to rescue the soldier. However, more of McNulty's mysterious past is revealed in the process.

Seemingly random people are being murdered by an elusive killer stalking the streets of New York and Detectives Fontana (Dennis Farina) and Green (Jesse L. Martin) follow the bloody trail to a hit list with the names of the targets -- including A.D.A. Jack McCoy (Sam Waterston). McCoy soon realizes the list is a roster of witnesses called in the trial of a multiple-murderer he prosecuted five years ago. As witnesses dwindle and the convicted murder's retrial looms ever closer, Fontana and Green must race to find the killer while McCoy puts his own life on the line to see that justice is done.

While the doctor is celebrated for her donated work in facial reconstruction among the region's poor natives, both she and her nurse's aide (guest star Vincent Laresca) are hiding dark secrets that require many masks.

It's a race against time as the entire morgue works to stop a series of bloody murders. A female copycat slayer (guest star Alicia Coppola) is replicating the crimes of the Mass Pike serial killer -- bringing Woody (Jerry O'Connell) and Jordan (Jill Hennessy) face-to-face with the original criminal. Jordan is unsettled when the murderer begins to unravel her emotions and finds herself holding a smoking gun.

However, a far greater problem looms as the New York cops butt heads with federal authorities after the suspect is discovered to have deadly anthrax that could result in a full-blown epidemic.
